Water and sewage utilities in Japan have been introducing and executing asset management to maintain and replace aged facilities constructed during the high economic growth period with limited financial resources. This technical report contains the investigation outcome of asset management for electrical facilities in water and sewage works, while most of asset management studies have been focused on civil engineering structure or pipe networks. We have conducted a questionnaire survey to water & sewage utilities and manufactures delivering electrical facilities to them, and made recommendations for the future. Through the survey we found that there is a gap between public utilities and manufactures in life-time expectancies of monitoring control systems and instrumentation electrical facilities. It might be caused by the fact that they have adopted more electronic equipment and commodities. And we also found that utilities servicing no less than 100K people have utilized equipment ledgers, but have not considered their connections with daily operation and maintenance data. In addition, TBM (Time Based Maintenance) has been applied because of the difficulty in adopting CBM (Condition Based Maintenance) in electrical facilities. We made proposals and recommendations for the future to fill the gaps between public utilities and manufactures in life-time expectancy by clarifying each role in maintenance activities, and to realize CBM for electrical facilities through utilizing up-dating diagnostic technologies and IoT. |
