In Japanese electric power industry, every electric power company has conducted education and training of power system operators to maintain and improve operational skills, which are necessary for the operation of highly-developed and complex power systems. The secure and reliable electricity supply is essential for todayfs information society and even higher quality of supply is required in recent years. Moreover, the deregulation of electric power industry has increased the complexity of power system operation. The frequency of network faults, where the operators should adopt countermeasures, has decreased because of introduction of highly reliable power apparatus such as GIS and application of control schemes such as automatic reclosure of transmission lines. However, the operational skills including network restoration become more and more important, because quick and exact responses are required once severe disturbances are imposed on transmission networks. Therefore, the education and training of power system operators continue to be important to ensure both secure normal operation and rapid and accurate emergency operation. This technical report describes the current education and training systems in Japanese electric power companies in detail and summarizes various aspects of operator training simulators. It also provides information about education and training in departments other than power system operation and in other industry sectors. |
